General Requirements

  • Meet the criteria for a specific provincial nominee stream, which can be for skilled workers, graduates, or entrepreneurs.


  • Show your intent to live in the province, which can be demonstrated through a job offer, previous work or study, or community ties.


  • Have the required skilled work experience that aligns with the province's economic needs.


  • For some provinces, you must demonstrate your English or French proficiency by achieving the minimum scores on an approved language test.


  • Get an Educational Credential Assessment (ECA) for any foreign education to prove it's equivalent to a Canadian degree, if applicable.


  • Be admissible to Canada.

Canada's skilled worker immigration operates primarily through two distinct yet often interconnected systems: the federal Express Entry, a points-based system managing three main economic programs with a typical six-month processing goal, and the Provincial Nominee Program (PNP), which allows individual provinces to select immigrants based on their unique local needs.

Frequently Asked Questions

Yes, some PNP streams are designed for candidates without a Canadian job offer. These are usually Human Capital or Skilled Worker streams, which consider education, work experience, language ability, and ties to the province. However, most employer-driven streams do require a valid job offer to qualify. It’s essential to carefully review each province’s stream criteria and submit an application under the correct category, as applying to an employer-driven stream without an offer will result in rejection.

An enhanced provincial nomination adds 600 CRS points, virtually guaranteeing an Invitation to Apply (ITA) for permanent residence. Standard nominations (base PNPs) not linked to Express Entry don’t affect CRS but can still lead to PR applications via the paper-based route. Candidates should track whether the PNP stream they apply to is “enhanced” or “base” to properly strategize their profile updates.

Technically, you can submit applications to multiple provinces, but IRCC and provinces frown upon simultaneous multiple submissions, especially if your ties to each province aren’t genuine.
